

The family of a fisherman, who was shot dead by Sri Lankan Army forces on his boat, hold a family photo in Jaffna, Sri Lanka on Sept. 23, 2007. The local authorities require for security reasons that one copy of the photo is given to authorities and the other is posted on the house. If a person is missing from the house that is in the photo, the family is held responsible. The daily life of fishermen is severely disrupted by security rules which limit fishing by hours, types of boats, how far they can go out to sea and how many days they can fish. The fishermen believe they are running out of the ability to make money and out of food.
